Work items - Changing from modal to full page view loses data

Previously, changing to the full page view preserved all data as all data was stored as a draft. This draft behavior was changed due to a bug. As a result, changing to the full page view only preserves title+description, losing any sidebar attributes that were entered.

Proposal

When changing to the full page view, all data already entered should be populated.
