Work items - Designs navigate incorrectly from drawer

Steps to reproduce:

1. Open sample epic
2. Click on [VS Code] MVC Design for Remote Scanning in the Child items
3. Click one of the designs in the issue drawer
4. Notice we are navigated to an unrelated epic
5. Refresh and now we are getting 404

Looks like the link path is incorrectly overridden/appended from the top level epic that's currently open.
