Migrate additional things from gitlab-workspaces-tools

Description

Following on the discussion here, gitlab-org/workspaces/gitlab-workspaces-tools#12 (comment 2332383607). After we move the major functionality from gitlab-workspaces-tools to gitlab-build-images, we would need to move all additional pipelines, renovate bot, additional scripts to the new repo properly.

Acceptance Criteria

• Ensure all linting is moved to new repo, e.g. shellcheck (and also applied to all bash scripts)
• Ensure renovate bot is set up on new repo, https://gitlab.com/gitlab-org/frontend/renovate-gitlab-bot/-/blob/main/renovate/gitlab-workspace-tools/gitlab-workspace-tools.config.js?ref_type=heads
• anything else that the current repo CI build does
• Any other developer scripts or useful tooling (rake tasks, make tasks etc) the current repo does
