Hide Parent widget for free license in work item creation

Summary

The ability to add a parent to an issue is a Premium+ feature. Currently, in the work items experience, this feature is erroneously available for Free licenses when using new item creation modal. We need to hide the parent widget for Free licenses to align with our licensing model.

Objectives

Hide the parent widget for Free licenses in creation modal.

Acceptance Criteria

• The parent widget is not visible for users with Free licenses.
• The widget is visible and functional for users with Premium+ licenses.
