Discovery - Support automated migrations between offline instances in DT

Before being able to execute on Support semi-automated migrations between offli... (&8985) we need to have a better understanding of the complexity and overall effort needed to deliver this feature.

Therefore, we need to do some discovery work. The outcome of this includes but is not limited to:

• Summary of the problem we are going to solve (including the requirements)
• A technical proposal, including architecture and flow diagrams (consider writing an Architecture Design Documents following the Architecture Design Workflow) )
• A rough breakdown of tasks, i.e., an overview of how this can be shipped iteratively
