Using Cyrillic mangles the search view

Steps to reproduce

• Have a user with a Cyrillic name e.g. my own - Филип.
• search for that user - https://gitlab.com/search?scope=users&search=%22%D0%A4%D0%B8%D0%BB%D0%B8%D0%BF%22
• observe search results showing ФилиÐ

Alternative example, my name in Japanese katakana - フィリップ

• search for フィリップ- https://gitlab.com/search?scope=users&search=%E3%83%95%E3%82%A3%E3%83%AA%E3%83%83%E3%83%97
• observe result as フィリップ
