Work items - Close drawer when active card is clicked

Summary

Currently when a card is active and the drawer is open, clicking the card again has no effect. In legacy boards, clicking the card again closes the sidebar. Replicating this behavior for the work item drawer would help provide a consistent control for showing and hiding.

Proposal

Modify the behavior so that when the contextual view (drawer) is open, clicking on the active item in the list closes the drawer.
