Save last selected work item type when opening the modal

  The draft process is a bit odd with different types, where it saves the draft content per type, but doesn't re-select the last type. The effect is that I start creating an incident called "my incident", but close the form. When I re-open the form, it shows me an issue draft, so it seems like my draft was lost. When I select incident the draft re-appears. I'd expect that if I start an incident, close, then reopen, the incident draft is the first thing I'd see 🤔

  This is probably outside of this MR but stands out when testing this. Assuming this is tied to the recent revert of draft capabilities, is there an issue to re-add those?
