Document secure analyzer major version bump process

Proposal

The purpose of this issue is to formally document the process for preparing secure analyzers for a major release, such as %18.0.

We can use this process from groupcomposition analysis as a starting point.

Implementation Plan

1. Add major version bump release process to the Sec section analyzer development guide.
