Create a Burndown/Burnup Dashboard View

Proposal
Create a Burndown/Burnup chart view for multiple milestones, projects and groups in GitLab, potentially as a "Burndown/Burnup Dashboard." In Jira, this feature is referred to as the "Burndown widget" and a Burndown Dashboard.
Project/program managers want to see a high-level view of how multiple teams are performing against multiple milestones, but currently there is no way to view multiple burndown/up charts at one time in a single place in GitLab; you can only view these as part of their respective milestone. To view this information all together, a customer must pull the information out of GitLab and create a dashboard in an external tool.
