Update GraphQL API to allow creating external compliance requirements

Description

  1. Update ComplianceRequirementsControlInputType to allow sending external_url as a parameter.
  2. Update ComplianceRequirementsControls::CreateService to allow creating external controls.
  3. Check and update ComplianceRequirementsControls::UpdateService to allow updating external controls.
