[FE] Add Secrets Manager sub-menu option under Secure

Per https://gitlab.com/gitlab-org/gitlab/-/issues/424812, the Nav request to move the Secrets Manager to Secure menu has been approved. The following frontend items will need to be completed prior to Beta release:

• Adding a new menu item in the navigation
• Moving Secrets Manager from part of CI/CD Settings to a standalone page
