Work items - Metadata controls should not be shown to guest authors

Summary

In legacy issues, guest users regardless of authorship cannot edit sidebar fields. In work item issues, users are shown the "Edit" control when they're the author. In some cases the FE suggests that the change is made, however BE restrictions prevent the change from actually taking affect.

When a guest user is not the author controls are correctly hidden.

Quick actions do appear to be restricted, e.g. while the Milestone field shows "Edit", /milestone does not appear as a suggestion.
