Remove log_response_length feature flag

As discussed in Tenant Scale: Improve Feature Flag Management (#502663 - closed) the log_response_length feature flag is no longer needed and can be removed along with any associated code. Furthermore, the current owner of these feature flags grouptenant scale [DEPRECATED] no longer exists.
