Refine presentation of personalized homepage
Problem
We've been working on concepts for a personalized homepage in https://gitlab.com/gitlab-org/gitlab/-/issues/508933+. Though we've made progress in refining the content for the page, the visual language of the homepage needed additional refinement, particularly in terms of refining the visual hierarchy for the page. There are also some concerns about overlaps in the proposed content groups, and interactions to clarify and define.

Next steps
We'll be prototyping this version of the design in Prototype Homepage concepts (#514804 - closed), and testing the prototype with users in https://gitlab.com/gitlab-org/ux-research/-/issues/3395+. We'll continue to refine this approach after we test the prototype with users.
