Instrument Adoption of Enterprise Users

Existing Metrics:

• Tableau
• Metric name: counts.enterprise_users - link
• Metric name: counts.groups_with_enterprise_users - link

Instrumentation Ask

• Instrument calls to the GET /groups/:id/enterprise_users endpoint
• Instrument number of namespaces with at least 1 Enterprise User claimed (this exists already - just please confirm - https://gitlab.com/gitlab-org/gitlab/-/blob/master/ee/config/metrics/counts_all/20241017155206_groups_with_enterprise_users.yml)

Acceptance Critera

• 2 new metrics instrumented, one for calls to the GET enterprise users endpoint, one for a count of the number of namespaces with at least 1 Enterprise User claimed
