Allow group and project members to subscribe to service account pipeline notifications
In Profile > Notifications users can set Custom notifications for groups and projects. Allow users to subscribe to pipeline events when the pipeline has been triggered by a service account. Events will include when a pipeline passes, pipeline fails, or pipeline is fixed.
This is in addition to sending all regular user notifications to the service account email address when the service account has a custom email address.
