Evaluate tables today marked as `gitlab_main_clusterwide`

Problem

This issue is to track a group of tables marked as cluster-wide. Tables marked as cluster-wide are ultimately meant to be "synchronised" across Cells, as such is strongly desired to keep the amount of tables as small as possible, both in terms of count and in terms of size.

Take

Move tables to cell that are meant to store things that are big, that resemble logs, that can be aggregated on application-level.
