Incorrect routing of design images in contextual view

Summary

In #461309 (closed) we added support for routing to a work item's designs when clicking on them from within the contextual view (drawer). This was originally only reviewed from the aspect of the List page, as that was the only location at the time the drawer was offered.

It was identified in Slack that there is a current issue when clicking on a design from the Child widget where the routing will be incorrect and result in a 404. This can also happen from the group-level list page.

A couple examples of when this can happen:

• From an Epic page, clicking on a design of a Child issue from the contextual view.
• From a group Issue List, clicking on a design of an issue from the contextual view.
