Ignore revs on Blame page - backend/frontend integration + docs

Summary

As part of #501404 (closed) we added the UI for ignoring revisions on the blame page. We added the UI behind a feature flag because the API was not available.

Once #501403 (closed) is done, we should integrate the frontend and the backend.

As part of this MR we also need to add documentation for the feature.
