In-product announcement for deprecation of legacy Web IDE

Old legacy web IDE is being deprecated in 18.0. Announced as of 17.9.

We need to check on the usage of the old WebIDE first before deciding if a alert/announcement should be added to warn users of the deprecation. Especially those users who have actively disabled vscode webide using the feature flag.
