Python Maintainership Programm

Problem

Right now most of the Python projects in GitLab use "simple" maintainership process that requires only 5 review/contribution to become a maintainer. That doesn't yield expected results as new maintainers are not confident and not trained according to style guides of the specific project.

Requirements

• describe process to become Python maintainer:
  • Describe steps to start maintainer trainee process
  • Describe exit criteria from the program. This should overlap with general GitLab guides.
• create a template for Python maintainer trainee issue.
• define a list of things that new maintainer should know before actually becoming a maintainer.
