Select all and paste functionality not working in rich text editor

The issue occurs in the rich text editor within the comment box. When attempting to select all text and paste copied content using Cmd/Ctrl+V, the initial paste action removes all text from the box. A second paste action is required to achieve the expected result.

What is the current bug behavior?

The first paste action deletes all text, necessitating a second paste to achieve the desired outcome.

What is the expected correct behavior?

The paste action should overwrite the selected text on the first attempt. When I use a plain text mode, the expected behaviour happens.
