User Contribution Mapping - Add API support for CSV reassignments

In #455901 (closed) we've added the possibility for group owners to re-assign contributions from CSV files uploaded via the UI.

There are customers who primarily use Direct Transfer via the API, we should also expose the CSV reassignment functionality over the API to allow customers to fully migrate groups and projects and reassign contributions via the API only without using the UI.

Document new API endpoint.
