Add an option to exclude archived projects when enforcing a scan execution and pipeline execution policies

Problem to solve

While enforcing a Scan Execution Policy, there is no option to exclude the archived projects.

Proposal

Please add an option to filter out the archived projects when configuring the policy. This will help customers get to projects more quickly when they have a large list to sort through.
