Edit board button still shows when license is removed

Requirements

  • Do not display the edit board button when there isn't a valid license in the EE instance.

Original Description

Remove the EE license and access group/project issue board and the Edit board button
still shows on the search bar but it does not work.

We should remove it or even better, show a tooltip with a link to scoped issue boards feature. We can also open the form disabled with a promotion.

There is a method that already checks if promotions should be displayed on ruby BoardsHelper#board_data[:show_promotion]
