Disallow pushing empty commits via the Web UI

Proposal

Currently, users are able to push commits that don't have any changes, i.e. empty commits to the repository via the Web UI. Some users would like the option to disable being able to push empty commits.

There was this previous issue #18601 (closed) that has been closed because of inactivity.
