Update controls APIs to use new controls table

Problem to solve

In Create tables for compliance requirement controls (#508483 - closed) we added a compliance_requirements_control table for each control for a compliance requirement as per the following entity diagram. But the APIs are not using this table.

Update the APIs to use the new controls tables
