Proposal

I have an Ultimate, Self-Managed customer that would like to see the feature addition of an allowlist for service accounts, managed by admins or top-level group owners. Service Accounts having the ability to push to protected branches, even when normally prohibited by branch rules or security policy would greatly satisfy their use case requirements.

Ultimately their goal is to ensure that service accounts can push directly to protected branches without the need for human intervention while still requiring human users to go through a code review and get approval to merge.
