Summary

trigger:include is used to start a child pipeline. It can be used with include:local, include:project, include:template, and include:artifact.

Some components may trigger a child pipeline and they can't use include:local because of how trigger:include works. So, they must use include:project, for example; https://gitlab.com/components/opentofu/-/blob/0.48.0/templates/validate-plan.yml#L242-243. However, include:project is not suitable for components because we want to support self-hosted instances.
