Optionally update existing users settings when changing defaults

Problem to solve

Changing certain user defaults (such as the default project limit) does not apply this same change to existing users.

This leads to confusion (it's not always clear in the UI that this doesn't happen) and extra tasks for admins having to write/run scripts to update existing objects.

Proposal

Have a prompt when changing these settings to ask the admin if they wish to update any existing users to the new default.
