Duo Seat provision through SAML Group Sync for instance SAML

Duo assignment via group SAML (GitLab.com) was completed via https://gitlab.com/gitlab-org/gitlab/-/issues/480766+, and is in flight for LDAP group sync via Iteration 1: Duo Seat management via LDAP (&15899 - closed).

An additional use case exists for instance SAML for SM still exists that will need a configuration be created similar to LDAP. This issue track work to implement that configuration.
