Hide comment template action in work item description editor

Summary

When creating a work item, the description does not show the 'Comment template' button. However when editing that same description after the work item is created, the comment template option appears. While this does work as expected (inserts text), we don't support comment templates in the description in any other context and it may be easy to mistake for description templates.
