How gitlab provides extra EE functionality over CE?

At first sight I see there is an extra ee folder which does not exist in the ce version.

But EE repo and CE repo are different repositories each with his own commits.

I wonder how the base/common code is maintained and how these both versions are developed.

If there is any documentation about this I think I missed the page.

I'm really curious about the process behind.
