Update zoekt image for CI

Background

The CI image for Zoekt and gitlab-zoekt-indexer is out of date and must be updated to reflect what is being run in production and what is deployed via CNG

Proposal

1. create a new CI build image (docker file)
2. update the CI image in the gitlab project
