Docs feedback: New Project page link to docs to create a new project from the command line should link to different doc page

Problem to solve

On the New Project page, at the bottom, it says "You can also create a project from the command line." (see 1 on attached screenshot)

Then there's a link that pops up a command ready to copy, and another link that says "What does this command do?" (2 on attached screenshot)

That link targets this page: https://docs.gitlab.com/ee/user/project/index.html#create-a-new-project-with-git-push

However, it looks like there was a documentation refactoring and creating a new project with git push isn't on that page anymore.

The method of creating a new project from a command-line has its own page now: https://docs.gitlab.com/ee/topics/git/project.html

So the New Project page should be updated to link to the new documentation location.
