Add Only one notification per review option to Matrix Integration

Problem to solve

Currently after a review the Matrix Integration sends one message per comment created during the review. This leads to a lot of spam and unecessary notifications in Matrix chat clients.

Proposal

Add an option to only send one notifaction per review created, while still sending notifactions if a single commit is created. This would allow for reduced spaming while still informing users if a thread was commented etc.
