Forcing US-ASCII charset allow email charset to be overwritten in some setup

Summary

We previously use US-ASCII in premailer.rb due to a bug in upstream which has been fixed.

Steps to reproduce

In some setup where the customer use their own mail servers and they use non EN character, the email encoding get changed by their mail server from UTF-8 to gb2312.
