Vue todos app > Properly style focused to-do item

In the Vue todos app, we have removed the focus styling from to-do items: https://gitlab.com/gitlab-org/gitlab/-/blob/6c8fb01e332c7130598b4b7e96ba760a9e629ba6/app/assets/javascripts/todos/components/todo_item.vue#L120.

This is an accessibility issue as it makes it hard to tell which to-do items currently has the focus. We should add some proper styling to better surface focused todos.
