Custom CI/CD configuration file doesn't allow manually triggering pipeline

Summary

When specifying a Custom CI/CD configuration file, the Pipelines view does not act as if a pipeline file exists. It is not possible to manually trigger a pipeline and the view suggests that the user create one from a template. Attempting to do so triggers an error because the project recognizes that "This project's pipeline configuration is located outside this repository".

Steps to reproduce

  1. Create a project.
  2. Navigate to "Settings... CI/CD... General Pipelines"
  3. Edit "CI/CD configuration file" path to point to an external pipeline location.
  4. Navigate to "Pipelines" view. View behaves as if there is no pipeline on the project.
  5. Attempt to create a pipeline from any template. Results in an error.

What is the current bug behavior?

  • It isn't possible to manually trigger external pipeline even though it exists and has a workflow allowing "web" trigger.
  • The UX results in an error loop by suggesting the user create a pipeline from a template even though this isn't possible when an external pipeline location is configured.

What is the expected correct behavior?

  • It should be possible to trigger the external pipeline from the "Pipelines" view as long as the workflow allows a "web" trigger.
  • The view should not suggest a pipeline file be created from a template when this isn't a possible action when an external pipeline configuration is specified.
