Apply defer_on_database_health_signal to Zoekt workers

To reduce the likelihood of the incident, we can apply automatic throttling https://docs.gitlab.com/ee/development/sidekiq/#deferring-sidekiq-workers to Zoekt event and regular workers. Maybe even to all search workers.
