Make Mermaid diagram limits configurable

The limits defined for mermaid diagrams in this code section can be limiting for an organization using mermaid diagrams for internal documentation that may be very large.
Make these values configurable for Self-Managed and Dedicated Admin users, and warn when the configured maximum limits are hit.
Currently we display 'Warning: Displaying this diagram might cause performance issues on this page. when the default set limits are hit which can be frustrating for teams using mermaid diagrams frequently.
Current Workaround: Navigate large mermaid diagrams directly from the Project name at the top left instead of Code > Repository
