Fix UI when selecting Role when protecting environment

Problem to solve

When Protecting Environment, in the Allowed to deploy list, you can select the role, users, or groups you want to give deploy access to. Same for the Approvers list. When selecting Role, the users list has no avatar compare to other options which gives the impression nobody can deploy/approve with this rule.

Solution

We could:

• Have the users list to be consistent with the other rules (groups/users)
• Grey out to show it is not applicable
