Investigate why authorization error is showing up when chatting with DCR bot

Context

It was reported in #493890 (comment 2266334926) that we're getting this response sometimes:

"I'm sorry, I can't generate a response. You might want to try again. You could also be getting this error because the items you're asking about either don't exist, you don't have access to them, or your session has expired."

Investigate what's causing it and see what we can do.

2025-02-11 - In the past 7 days, 17 total duo_chat errors: M3003 (12), M4001 (4), A1004 (1). No errors after 2025-02-06 which is when the fix was merged (!180422 (merged)).

2025-01-09 - In the past 7 days, the error happened twice, out of 26 total questions asked (7% error rate).
