UI: Health check section to monitor container registry

From discussion to implement Investigation: Health Check Alert for Missing C... (#444201 - closed) we want to:

• Design & implement the Admin > Monitoring > Container registry page and notifications required to display the missing migrations information frontend
  • The missing registry migrations could be displayed in a separate page with tab Container registry under Admin > Monitoring. We could start off with two widgets one each for Schema migrations & Background migrations.
  • show an alert for admins which comes up on all container registry list page. Alternatively, there maybe existing patterns which notifies admins. Here designer input could be useful.
