[SPIKE] Validate plan facilitates primary group level approval rules needs

Why

Before or alongside introducing the tables for this Epic, we need some way to validate that the approach is going to help achieve our primary of facilitating group level approval rules

What

• validate the goals in the Architectural Design Document. What does this look like? Can we show this through the data flow diagrams that are in the Epic?
• Document our criteria and the findings in the epic or Architectural Design Document
