Problem to solve

The integration with Jira allows to condition the MR to the fact that it references a Jira ticket. However, this setup is done at the project level.

Proposal

Give the ability to setup this configuration at both the group and the instance level.

Eventually, control this through a policy. This way, one can apply this behavior to some specific projects rather than full groups.
