Summary

Sometimes licenses are aliased under a different name. For example, Eclipse Distribution License v1.0 is actually an alias for BSD-3-Clause. Such cases require special handling within pmdb.
We should design a system that will enable us to find these proactively.

Current state

No metrics are available from PMDB

Proposal

Create a simple metric that aggregates license names that are non-SPDX into a graph.
This will enable actionable insights into the most common license name.
