Reduce the amount of RAM required for IaC Scanning below 4GB

Proposal

The SAST IAC scanner needs 4GB RAM to run at the moment. From documentation:

Prerequisites:

• ...
• Minimum of 4 GB RAM to ensure consistent performance.
• ...

For some customers, this seems to be a lot and leads to increased costs as they start to use IaC Scanning.

The request is to reduce the amount of RAM required.

Background

The 4GB limit was documented due to problems running with 2GB of RAM available; see #360974 (comment 1057421912).
