ctrl + Enter : identical behaviour in all input fields

Hi,

currently :

• ctrl + Enter works as finishing the input in some fields, and does not work in others.

expected :

• It shall behave the same way in all input fields all around GitLab.
• At least, in rich text inputs.

It would increase the user experience when mostly using the keyboard.

I hope, this is something that's a matter of configuring the input components, and will be available soon :-)
